With nothing to do, Parliament discusses giving citizens Right to Hot Water during winters

The Parliament didn’t suffer from a 21st consecutive day of being paralysed due to the 2G spectrum scam issues, because the MPs were able to find a better topic of discussion, today. Interested in giving people rights that no-one-knows-how-they-work, MPs raised the problem of most people in the country not having access to hot water, without using electricity or gas, to bathe during winters. The discussion took place in an enthusiastic fashion, as everyone was fresh after 20 days of doing nothing.

The Right to Hot Water in Winters was first proposed by Rahul Gandhi, who announced that he had taken bath today using normal (cold) water. “I want to remind the Chair that this is an example of my austerity. I didn’t use any electricity to heat water today, despite the chilling winter that’s come to the city,” said Rahul, as a group of Congressmen applauded. To this, some BJP MPs said that this wasn’t a good enough example of austerity, when compared to several NDA ministers who didn’t even waste water to bathe during their tenure.

The topic of discussion made everyone forget the farcical Parliament proceedings of the past 20 days. The Parliament has not functioned properly due to the deadlock between the government and the opposition over using a Jokers’ Parliamentary Committee (JPC) to act as if they were probing probe the 2G spectrum scam.

The government announced it plans to present a Bill soon, which if passed, would allow every citizen access to half a bucket of free hot water every winter morning. Regarding the implementation, law minister Veerappa Moily argued that every water board in the country would have to take its own steps, and the government was limited to just announcing stuff.

“They are fighting over Right to Education in Delhi — using the lottery system to admit students to nursery… what will they do to implement this Right to Hot Water? Our country is already in hot water, with steam coming out vigorously. We the water molecules are being tortured with a promise of a better life after death. Meanwhile, the cooks are busy using this boiling water to prepare tea for themselves. How long will this go on?!” said an unnamed man on a TV channel, before mentioning scamsters in bad taste.

His answer comes from Delhi CM Sheila Dixit, “As with nursery admissions, we will try lottery system here also. If it doesn’t work, then every citizen will be given points (on scale of 100) on the basis of what colour his bucket is, which party’s election symbol he advertises on his bucket, and how clean his cold water is. I’m sure they are going to get less points anyway on the last criterion.”
